Paul has practiced in a broad spectrum of legal matters ranging from regulatory matters, white collar investigations, corporate law and gaming law.
Paul has an extensive background in litigation in both federal and state courts across the country. Paul has handled insurance regulatory and insurance defense in both State and Federal Courts across the country. Paul is a Certified Inspector General by the Association of Inspector Generals and is currently the Inspector General for the 10th largest Housing Authority in the country. Paul conducts investigations into workplace malfeasance, misfeasance and hostile work environments. Paul has negotiated any labor agreements on behalf of management and routinely advises employers on employment issues.
Highlights of his legal practice include:
- Appointed Special State’s Attorney in Cook County, Illinois in Federal Consent Decree Litigation against the Department of Justice.
- Developed the Municipal Video Gaming Tax aka “Push Tax” and involved in all levels of litigation on same: Administrative, Circuit Court and Appellate Court.
- Appointed Special Attorney General to defend the Illinois Director of the Department of Insurance.
- Appointed Special State’s Attorney in Lake, LaSalle and Will Counties defending law enforcement officers in Federal Section 1983 actions.
- Appointed Corporate Counsel to several local municipalities in Cook and Will Counties.
- Appointed Special Corporation Counsel for the City of Chicago to defend Chicago Police Officers in Section 1983 actions.
- Appointed Special Investigator in Will County to investigate the misuse of CARES money by the Will County Veterans Assistance Commission.
- Appointed Chairman of Sheriff Thomas Dart’s Cook County Commission to revamp Internal Affairs Investigations.
- Certified Instructional Expert by the Illinois Law Enforcement Training Board in legal liability, use of force, arrest procedures, detainee rights and privileges.
- Certified Inspector General by the Association of Inspector Generals.

Paul has presented numerous times at the Illinois Municipal League Association Annual Conference on topics such as the Illinois Video Gaming Municipal Tax, “Push Tax”, defending Monell claims in Federal Court and general Tort claims.
Paul’s practice was highlighted in the February 2011 issue of Chicago Lawyer Magazine.
Hobbies
Paul was elected Orland Township Supervisor in 2009 and is currently serving his 5th term. He enjoys volunteering at the food pantry and hosting dinner/dance events for community seniors.
Paul enjoys wake surfing, golfing and cooking with his two sons, Colin and Conner.
