Eugene focuses on advising local government clients about FOIA, OMA, municipal, library, park district, and contract law matters. He regularly prepares intergovernmental agreements, independent contractor agreements, service & equipment agreements, and construction agreements. Eugene also trains local government staff and officials on FOIA and OMA matters. Eugene represents various clients at administrative adjudications, traffic prosecutions, and board meetings. He is a frequent contributor to the Municipal Minute Blog and other publications, including several Illinois Institute of Continuing Legal Education chapters. Eugene also regularly presents about various local government topics at seminars and trainings events for local government officials.

When not zealously advocating on behalf of Ancel Glink’s clients, Eugene enjoys spending time
with his family and friends, traveling, and fervently supporting the Chicago Bears and Chelsea FC. Eugene also enjoys lifting weights, attending sporting events, playing fantasy football, watching movies, and eating pizza, burritos, and sushi.
