Eugene Bolotnikov

Eugene represents and advises clients on numerous local governmental matters.

Eugene concentrates on advising clients about compliance issues associated with the Freedom of Information Act. Additionally, Eugene has assisted units of local governments with various general transactional matters and advised clients on procedural and substantive legal issues regarding open meetings, employment, ethics, elections, land use, and other matters. Eugene also conducts misdemeanor traffic prosecutions on behalf of municipal clients.

Eugene frequently writes about current cases, laws and other topics of interest to local government officials and employees on the Municipal Minute. Eugene is also the co-author of “Exemptions Under the Freedom of Information Act” (IICLE, 2020).

Eugene attended DePaul University, and graduated summa cum laude with a Bachelor of Arts degree in history with minors in philosophy and political thought. Eugene earned his Juris Doctor from Chicago-Kent College of Law, completing the Labor & Employment Certificate Program. In law school, Eugene received the CALI Award of Excellence in International Law, Comparative Law and Low-Wage Workers Law.
