Mysi is a dedicated professional with experience in public administration, human resources, and employment law, with a deep understanding of personnel policies, labor relations, and local government operations.
Melissa “Mysi” Hall is a seasoned human resources professional with experience in public administration, and employment law. As an associate with Ancel Glink, Mysi assists clients with drafting and reviewing personnel policies, ensuring compliance with evolving labor and employment laws and collective bargaining agreements, and providing guidance on the myriad of employment issues that arise for local government employers. Her critical insight on workforce policies and legal trends help local governments navigate regulatory requirements and labor relations.
Before joining Ancel Glink, Mysi worked with and for various local government entities and contractors where she led recruitment and talent acquisition efforts, managed staffing, payroll and onboarding, and developed and implemented key employment policies, including implementation of the Illinois Paid Leave for All Workers Act. She also served as a human resources manager and oversaw HR programs, including risk management, workers’ compensation, unemployment claims, employee benefits, and compliance reporting. She also played a pivotal role in staffing operations, contract administration, and employee relations.
Mysi recently earned her Juris Doctorate from Chicago-Kent Law School, concentrating in Employment and Labor Law. During her studies, she gained hands-on experience through an externship and clerkship, where she conducted legal research and authored reports on topics including ADA compliance, protected speech in the workplace, union organizing, and paid leave laws.
Additionally, Mysi served as Student Editor for the Employee Rights and Employment Policy Journal (EREPJ). She was also a certified mediator with Chicago-Kent’s Mediation Clinic, providing mediation services for individual and court-referred cases through the Center for Conflict Resolution. Mysi also served as Board President of the Legacy Project, an organization dedicated to supporting and mentoring women in government leadership.
With a career dedicated to the intersection of law, policy, and human resources, Mysi continues to advocate for innovative management solutions, development of workplace policies, and ongoing legal compliance in local government administration. She is a trusted advisor for organizations navigating the evolving landscape of labor and employment law and policies.

Hobbies
Mysi enjoys traveling, reading, cooking, creating, biking, hiking, and more. She is an active mom with three kids and can be found driving them around in the minivan to baseball games, scouts, taekwondo, cheer, gymnastics, and more. She enjoys getting out and exploring, whether in the city or forest preserve.
