Bio: James D. Rock joined the firm of Ancel, Glink, Diamond, Bush, DiCianni, and Krafthefer, P.C. as an associate in April, 2009. Mr. Rock received his Bachelor of Science in Education degree from Central Michigan University, a Master of Arts in Public Administration degree from Northern Illinois University, and his Juris Doctor degree from the John Marshall Law School. Mr. Rock also is a Certified Public Accountant.
Mr. Rock joined Ancel Glink after a thirty year career in public service. His most recent responsibilities were with the College of Lake County in Grayslake, Illinois, where he served as Interim President for one and one half years after serving as Vice President for Administrative Affairs for more than five years. During his time as Interim President, the college experienced record enrollment of more than 16,000 students in college credit programs. As Vice President he was the Chief Financial Officer, and supervised business services and finance, information technology, campus police, institutional research, and facilities. He was responsible for financing and construction of capital projects as well as acquisition of existing buildings for college use. He served on the management teams for all negotiations with the three collective bargaining units that represented college employees. He served as a member of the Illinois Community College Board Finance Advisory Committee.
Prior to his experience in higher education, he worked in Illinois Park Districts for twenty three years, including seven years as Executive Director of the Round Lake Area Park District. He was involved extensively in capital development and financing, grant procurement, land acquisition, and negotiation of developer donation agreements. Additionally, he coordinated several intergovernmental partnerships, including the joint construction of a gymnasium with a local school district. He was actively involved in several committees for the Illinois Park and Recreation Association.
Mr. Rock was co-founder of Round Lake Area B.E.S.T. a consortium of governmental, business, and community organizations formed to provide assistance to at-risk students. He served for several years on the board of directors for Mano a Mano Family Resource Center, a not-for-profit organization formed to provide assistance to Latino families. He served on the Board of Directors for the First State Bank of Round Lake.
Mr. Rock is co-author of the Community Colleges, Education Technology, and No Child Left Behind Act chapters in the Illinois Institute for Continuing Education’s
Illinois School Law publication.
