Pedro Fregoso

Pedro focuses his practice on local government litigation. 

Pedro defends municipalities, school districts, police agencies and private clients in civil rights claims and other tort litigation. Pedro also has experience representing municipal officers in corporate litigation. In addition to his municipal and civil rights practice, Pedro also has extensive experience defending complex litigation matters, including wrongful death, construction personal injury, construction defect and commercial disputes. He has successfully tried numerous cases to verdict and also achieved favorable results representing clients at arbitration and mediation. He also routinely briefs and argues cases on appeal before the Illinois Appellate Court. 

Pedro is a regular contributor to the firm’s litigation newsletter, Ancel Glink Defense E-News, which provides critical updates and analyses on recent developments in municipal and civil rights law. 

He earned his undergraduate degree from the University of Illinois at Chicago and his Juris Doctrate degree from DePaul College of Law where he was selected to participate in the HNBA National Moot Court and was awarded 2003 “Best Oralist.”


  • Successfully dismissed survival and Monell claims the deceased’s mother filed against the City of Des Plaines and eleven Des Plaines police officers alleging police officers used excessive force when they fired several fatal shots at her son who was standing on the sidewalk near a friend’s home. Kaczor v.   • Successfully dismissed plaintiff’s lawsuit against Matteson School District #11 in which plaintiff alleged he was severely shocked while drinking from a school water fountain. Henderson v. Matteson School District
  • Dismissed plaintiff’s lawsuit against the Village of Hodgkins which alleged negligence after the father, mother and daughter plaintiffs drove their minivan into a manhole missing its cover. Knott v. Village of Hodgkins
