Darcy L. Proctor

Clients trust Darcy to provide them the best defense possible in court based upon her 25 years of experience and proven track record of successful results.

Ms. Proctor has devoted her legal career almost exclusively to litigation in both federal and state court throughout the State of Illinois.  Darcy has successfully defended local governments including cities, towns, villages, school districts and park districts in civil rights, tort, wrongful death and employment litigation matters.  

Ms. Proctor is past Chair of the Tort Law Section Council of the Illinois State Bar Association. Darcy frequently lectures on governmental tort immunity and federal civil rights liability at seminars sponsored by the Illinois State Bar Association, the Illinois Municipal League, the Chicago Bar Association, and the Illinois Municipal League Risk Management Association.

Ms. Proctor is an active member of the DRI Governmental Liability Committee, Chicago Bar Association, Illinois Association of Defense Trial Counsel and Women’s Bar Association of Illinois.

Ms. Proctor has written extensively on tort immunity, civil rights, employment and school liability issues. Some of her publications include the Illinois Governmental Tort Immunity Handbook, published by Ancel Glink, and a chapter on Illinois Tort Immunity for the Municipal Law and Practice Handbook published by the Illinois Institute for Continuing Legal Education.


Representative experience includes:
  • Trial counsel for the City of Chicago and dozens of police officer defendants in federal Section 1983 police misconduct litigation. Acuna v. City of Chicago, et al.; Lopez v. City of Chicago, et al.
  • Trial counsel for school district and school administrators in  federal  Title IX discrimination litigation. Sandra T.E. v. South Berwyn School District 100, et al.; Doe v. Smith, et al.
